Those are for demonstration. They absolutely did NOT get to that level of development by doing 20lb flys. Anybody who has ever taken to weight training with a modicum of dedication could tell you that.
Lateral raises and straight front raises are pretty much the only exercises where you would use such light weight
In addition, Obama was also doing presses and curls with equally estrogen friendly weight.
