Yes. And I've never understood why they have to print ballots in more than one language. You should see the ballots in San Francisco. Makes you feel like you're at an international airport terminal.
In states where the official language is English - and yes, that includes California - English should be the only language on the ballot.
NY has a large Puerto Rican population, they're all US citizens, so what is your problem?
All Puerto Ricans learn English as a Second Language. So again their English should be good enough. I have nothing against having bilingual voting materials for Puerto Ricans to vote in Puerto Rico.
This is thread is about voting in NY state. So again any naturalized citizen has done an English test and should be able to understand the voting materials in English. If any Puerto Rican happens to live in NY, they too should know enough English to be able vote as they are living in the Mainland USA and have studied from childhood in Puerto Rico English as a second language.
