Sounds to me like the County Board of Supervisors and what ever county agency in charge of oversight of the jail didn't due their jobs for 22 years. Private companies can steal and waste money just like unregulated government agencies. Jeez didn't any mental giant at the County level think of that for 22 years. I bet many in the County Government were getting kick backs of some sort.

Any time something like this is for profit this is what happens. Look at that county that built a youth jail. The judge who had financial benefit from it immediatly began giving teens year long sentences for any stupid thing.

There is no competition, when the Local, State or Federal Government picks who is the "private" company.
The buddy system pays off for friends of government officials. It is really in your face and out in the open in small towns.
Size hides the cities problems with it.
This is just one little aspect. It happens with any and all bidding governments receive for services.
Once in, the service cost the same as if we just had more Government employees.
Then when someone new gets elected(Party change), someone else gets the contract. Ever notice that little gem?
Keep in mind that this sheriff is only saving money now due to the fact that he had an OPTION, and therefore two competitive options on price. If this thing were run by the gov't and the gov't only, there would be no potential for savings. The privatization forced the government to be more competitive on price.
