Problem with the ARRA is half of it was tax cuts, and as for the other half, majority of it went to simply plugging in budget holes versus directly creating jobs just for the unemployed.

A solid job creation plan that actually puts money into the pockets of the unemployed (without them worrying about it running out) and that helps to re-train them to do the jobs employers supposedly say they can't fill would be enough.

That would actually require that all students have access to an academically demanding education via school choice/vouchers, which the Democrats won't allow.
The Dems want to keep students trapped in horrendous public schools. Keeping them dumb and dependent creates the demand for a bigger government and more economy-stripping government sector jobs that must be paid for via tax dollars.
