It depends on the database. The databases used by Neil Sankey and Al Hendershot tie everything (not just SSNs) to addresses. So when they first searched on Obama's name and came up with addresses, the SSNs they also came up with tied
to those addresses, not to Obama. As such, none of them are evidence of Obama ever using them.

Depending on what year you turned 16, you either got your number in California (prior to 1973 IIRC)... or you got it in Baltimore (after 1972). Obama got his in Baltimore, though he lived in Hawaii at the time.
But ultimately, the real question (which you are not within light years of being able to figure out yourself) comes down to why his prefix is
normally associated with Connecticut at all. The answer is simple, and we've been telling you what it is for five years:
A single digit zipcode typo.
