So you think having the government and school administrators "protect" children is better than teaching them and allowing them to learn how to protect themselves?
There are laws about hostile workplaces for adults; children should be safe to learn in schools.
I believe that parents of bullies should be punished as well as bullies.
I was a yard duty at a distinguished school too. I didn't see too many problems myself but the school did have a program in place so maybe that helped. Most of the problems had to do with kids not wanting to play with someone for whatever reason, which was usually resolved by the next day. I also had tag a longs, kids who just never really fit in and would wander around talking to me during lunch.
The teachers weren't there because they were at lunch, which is why they had yard duties
I learned a lot through that experience. I learned about the structure of public schools, and that principals are merely figureheads who do very little (they are not the "bosses" of the school). They do not want to know about any more problems and I can understand that it must be a MISERABLE job . . .
The teachers are all burned out, having to "teach to the test," etc., there is little leeway for creativity the way there was in the 50's and 60's . . .
Many of the kids are little beasts . . . I saw horrible things . . . kids ganging up on other kids . . . I tried to report everything and it was like I became this huge "tattle tale." That is exactly how it felt and how it was received. No one wanted to deal with any of the problems . . . they preferred to "look away," and pretend the stuff wasn't happening.
I did some graduate school research on the subject - it was meaty, let me tell you.
If parents REALLY knew what went on in the schools, they would all home school or send their kids to private schools. I am convinced of it - except for the Pollyanna-ish parents who can hide their heads in the sand (and there are a lot of those who actually volunteer in the classrooms).

Condemn or condone, which is it?
What about the grandparents? Punish them too. Can't let those folks who are parents of those who raised bullies off the hook.
Maybe Obama can use the attackwatch joke of an idea to have little kids report bullies?
