Of course not but they can achieve a standard of living somewhat better than what we see in CUBA, the former USSR, China, Vietnam, or North Korea.

I'm talking about prosperity beyond your scope of it. If prosperity was access to resources, then a rickety old shack near a river would be prosperity.
