An Orange County, CA. couple has been ordered to stop holding a Bible study in their home on the grounds that the meeting violates a city ordinance as a “church” and not as a private gathering.
Homeowners Chuck and Stephanie Fromm, of San Juan Capistrano, were fined $300 earlier this month for holding what city officials called “a regular gathering of more than three people”.
They need to get into contact with Christian legal defence organization. This is the USA you are talking about not China for goodness sakes. If it were me, I'd sue that city for millions for abuse of my constitutional rights and with a strong legal defence team behind me I would probably win.
If you have ~50 people over on a regular repeating basis than I would say that's a legitimate zoning violation for any reason, not because it's religious. However it doesn't sound like the neighbors are complaining.

I'd agree with that. Fining for "more than three" sounds harsh, but 50 people?? That's not just a few people getting together.
I wonder if they fine anyone for weekly poker games.
If this were a regular meeting of the local chapter of the ACLU they wouldn't have heard a peep.
