My top choice is New Jersey. Governor Jon Corzine appointed the Attorney General as well as the chief justice of the NJ Supreme Court. He is above the law. (The first Attorney General, who Corzine appointed, had to resign for ethics problems and a cover-up.)
Corruption starts at the top of the New Jersey state government and works through the rest of the political levels of the state. Sadly, it is across both major party lines.

New Jersey is VERY corrupt. City Journal had a long article about this last year. Louisiana is also near or at the top, depending on the year. I would also add Illinois, which always seems to be a hotbed of political corruption, and Alaska, which is also quite corrupt.
