My guess they would bring back the draft lottery an lots of young men and women would be shipped off.. To go and take out Iran and Pakistan in a long drawn out war...
Atleast till they (the Federal Govronment) can figure out how to get Jobs back Stateside and the Economy going again.
People tend to overestimate the chances of organized violence happening due to high unemployment. South Africa has an unemployment rate close to 25% and no revolution or significant protests demanding a regime change has materialized. A lot of former Yugoslav states also have rates exceeding 25% yet there has been no significant protests.
There are no major economies with an unemployment rate close to 50% so that is a highly unlikely scenario regardless of how bad the economy gets. In fact, even Afghanistan has an unemployment rate lower than 50%.
Of course, this doesn't mean that no serious social problems will develop. Organized crime and gang warfare would become extremely common while crime as a whole would soar. The poverty rate would also be incredibly high and tax revenues as a whole would keep falling. Average income for even the employed and the wealthy would also fall rapidly.
How are you going to ever have a permanent unemployment rate?
About 1/3 of all manufacturing and I.T. jobs have been outsourced. There are basicly NO jobs to replace them The 'heart' of America is beating... it's just beating elsewhere. So the 'body' of America is that much weaker, and depleted. There is no cure. The only hope is to tax the jobs that have been outsourced, and use the money to help the unemployed limp along - or else bring back the jobs - which ain't gonna happen. So 'permanent' unemployment it is!
No incumbent would be safe. If the next gang fails to solve the problem, another will take over. If the next bunch of goofballs fails to solve it a new bunch comes on and so on. Eventually a war will be declared, the draft reinstated. Trade agreements will be broken, travel restricted. Mass deportation of illegals will be enacted. The party that stays in power will be the one that takes every effort and puts everyone to work. Yes, even if it means thousands of people on a highway project with teaspoons.
A 10% unemployment rate would be affordable if we free up the 46% of the wealth being held by the rich
