The CEO's do not run investors dry. Where do you get this information from ?

Investors are in it for profit and if they don't get their profit they sell.
It has nothing to do with CEO salaries. The CEO could be making billions but if their stock is going up in price as well as their dividends then they could care less.

You are sadly misinformed if you think CEO salaries drive investor decisions.
And CEO's do not determine their own salaries. The board of directors decides that.

Actually, it is and works better than anything else any country in history has tried or used.

So to continue on with your thought process:

We should make sure to do genetic testing right when they're born so we don't allow those with say a heart disease to reproduce before they ever even know it...

Cheney isn't shooting out babies now and his Children are all adults. Your argument is the one for genetic engineering, even if you didn't mean it that way.
