Precisely how does Ron Paul, if elected President, propose to cut spending without deliberately violating the US Constitution?

Ron Paul will propose cutting the budget by $1 trillion dollars, fat chance of it happening. As for the "people wanting those cuts" yeah right! They will want those cuts until those cuts affect them, note the opposition to cutting the military and especially military projects and bases in the states of so-called fiscal conservatives that are going on as we speak.
You ought to read the Constitution at least once in your life.
Paul's cuts are based on eliminating cabinet positions. Only Congress has the authority to do that, so it won't happen, and if it doesn't happen, then his $1 TRILLION in cuts never materializes.
