I was recently asked why it was illegal, and I couldn't really think of a good reason.
Because it has a severe effect on people 's neutral system. For example, some people cannot even walk after consuming a very smal amount of marijuana. People can still walk, drive, and swim after a few cigarettes.
I've never met a habitual smoker that smokes less than 6 cigarettes a day.
This seems to disprove your theory.
AS for cannabis prohibition, the reason that is, is because of U.S. policy and the narco treaty.

When I was in college, some students smoked, and they only took a few per say. I know that because some were my roommates. But they may not be considered adults .

That severe affect after a little pot would be rare. I don't smoke it but I know many who do.

I don't think I've met anyone who can't walk after a small amount. But I'll put that down as reason number one - can't walk properly.
I think smokers are treated unfairly in my country,nearly $30 a pack and another big tax increase on the way. It's just outright theft. Good to see black market tobacco thriving though. There are consequences for theft.
