Because it was the responsibility of the LOCAL authorities to act and ASK for help from the Feds, which they hadn't at that point. The Feds can't just go into a state without being asked first in situations like that.

True. That's probably why he'll never go on shows like Meet the Press and Face the Nation where the discussions and questions would be too intellectual and diverse for him to handle.

he gets to come off as warm and fuzzy and funny to the voters. And it's basically free press.

And of course, he will be counting on the dumbed down voting public to eat it up with a spoon. I wouldn't be surprised to see his approval rating just 2 percentage points the next morning.
