Not really. Crony capitalism is designed to give money to the wealthy, while a just planned economy would distribute money fairly among all classes, including the poor and middle class.
They do not have Soviet-style planned economies, but they do exert a great degree of government control over their markets. Their systems are more social-capitalism than pure socialism (I don't think they go far enough), but what they have is far superior to our economic system.

So they are not planned economies. They're mixed market economies like the US. Why did you use them as examples?
1) A centrally planned economy
2) Worker-owned businesses
3) State secularism
4) Workers owning the means of production
5) Progressive taxation
However, I think that many of Marx's views were too extreme. I prefer a more moderate, democratic form of socialism.
