As the saying goes, "Liars figure and figurers lie." The CPI and other ways the government uses to measure inflation affect the growth of all government programs. So it is to their benefit to limit growth of the various programs, by figuring their way around the growth, one way, or another.

Maybe I should change my screen name to earthlyskeptic.
