It is working in pretty much every country right now, as it has in the past, voluntary or not. However, the oligarchs aren't just about to accept voluntary socialism either... they were at work pretty much all the time but gained a handle over last few decades. And so began the decline.

Considering that socialist countries typically contain oligarchs as managers of said socialism, I find this statement confusing.

If you believe socialism requires "managers", then that is what the government is about, something the founders of the USA had in mind. No wonder you're confused.
