Limbaugh, for joking about the scandal. I know the beast has to make a living, but some things you shouldn't joke about. This is one of those times.
If you actually listen to the show, you would find that Rush didn't make up the joke. He was reporting a running, inside and yes, sick joke going around within Penn State, which to me continue to show the college's culture of corruption and secrecy.
