I know a retired county commissioner who was chairman of the committee that put together the county budget. Their number crunchers told them how much money was available and they prioritized spending with numbers - $1, #2, #3, etc.
The rankings of all members were combined and once the money ran out, nothing ranked lower was funded.
What would the budget look like if Congress did this?
If our Congress was able to even think like that we wouldn't be in the trouble we're in now. Everyone in DC feels that their ideas are the most important and it needs to be funded whether there is money for it or not.
