Most of the debt racked up under Obama is due to the economy and wars that were handed over to Obama.

But back to the GOP sponsored USA credit downgrade, Obama tried to negotiate with the GOP. He gave them a deal that cut 3 dollars for every new dollar in tax revenue. That's what the credit ratings were asking for, 4 trillion in deficit reduction. The GOP House balked. Boehner got "98%" of what they wanted and then we got downgraded.
