What countries offer the most civil liberties and personal freedoms to its citizens?

Although low taxes would be important, I am really looking for countries where people are free to make their own decisions and choose their own lifestyles (so long as those lifestyle choices do not impact the lives of others) without the government dictating their actions. In other words, personal/social freedoms are more important to me than economic ones.

That's very subjective.

That said, i found most of Scandanavia to be quite liberating. Luxembourg and Switzerland too. France isn't bad either.

Try any of the Eurozone countries before considering the USA. Their economic policies support the individual's ability to choose a profession without having to be entirely controlled by finance.

The OP could have spent more than 30 seconds and found all kinds of indexes on both economic and social freedom. And outside of places like Singapore, Hong Kong, and others, economic freedom is highly linked to social freedom. The countries with a high level of social freedoms also tend to be those with the most economic mobility.

From some travel it seems that Iceland, the Netherlands, Belgium, Finland and even Canada are places where you can expect a high living standard while doing pretty much whatever you please so long as you pay your taxes and didn't negatively harm others. France and Germany seem a bit more regulated, and the UK has restrictions that would make "law-and-order" Americans downright envious.
