The "Apology Resolution" only proves that the United States "acknowledges the historical significance of the illegal overthrow of the Kingdom of Hawai'i", it doesn't prove that Hawai'i is not a part of the United States. There's a nice, little "disclaimer section at the end of the "Apology Resolution" that pretty much strips it of any real legal significance. In order to prove that Hawai'i is not part of the United States, one needs to carefully examine the authority that the "Provisional Government of Hawai'i" and subsequent "Republic of Hawai'i" possessed to convey the former "Kingdom of Hawai'i" to the United States. If one looks at the "Letter of Abdication" that Queen Lili'uokalani signed in 1895 which "declared" the "Republic of Hawai'i" to be the "only lawful Government of the Hawaiian Islands" and "renounced" her claim to the "throne of Hawai'i", there's an "anomaly" with her signature. The "Letter of Abdication" was signed "Lili'uokalani Dominis" which is a fictitious name. In addition, the "Letter of Abdication" was signed under duress. Nowadays, things signed with "fictitious names" under duress have no legal validity. Unfortunately, things were a little different in the late 19th Century...
On November 23, 1993, President Clinton signed United States Public Law 103-150, which not only acknowledged the illegal actions committed by the United States in the overthrow of the legitimate government of Hawaii, but also that the Hawaiian people never surrendered their sovereignty. The latter is the most important part of United States Public Law 103-150 for it makes it quite clear that the Hawaiian people never legally ceased to be a sovereign separate independent nation. There is no argument that can change that fact.
