It doesn't say it in the Commerce Clause. The question was decided by the Supreme Court. Google: Supreme Court, Decision, Drugs, Commerce Clause. You'll find it.

It is a very convoluted decision. Basically the Court said that if you engage in inTRAstate commerce, even if NO MONEY changes hands, you are affecting the inTERstate market, so federal jurisdiction applies. They also have said that even if you are growing for your own use and do not sell, trade or give away your crop you are still affecting the interstate market for whatever you are growing, so the Commerce Clause STILL applies.

Yes, it makes NO SENSE really, but that is what it took to justify federal regulation of drug activity happening within a state.
