ICE has done a number of investigations concerning specific issues directed at a lot of different law enforcement agencies, including the Maricopa County Sheriff's Department (MCSD). Most, if not all, of those investigations have been very narrowly focused. I've been all over the ICE website and can find nothing which seems to be an overall investigation of MCSD.
Consequently, without a reference to which investigation the authors are alluding to, which they conveniently forgot to provide, conclusions about the overall state of the department can't be made.
