Point for fact... Prop 13 enjoyed a groundswell of popularity to make it the law of the land...
Prop 13 could have/would have never passed without widespread support... there were not enough conservatives in the State to get it passed.
Prop 13 is the perfect example of the voters looking past political parties.
A quick look at Prop 13 history will show a large part of the measure's support was due to the State taking over education via the Serrano Decision...
