Our unemployment rate went up just slightly in November from October. Low gas prices does put more money into the economy.I don't see the economy improving much if any.

Consumer spending doesn't mean the economy is improving.
Where did you get that idea from ? GDP growth was revised downward, not upward because of the stagnant economy.

Auto sales have went up. Housing is rebounding. And yes, consumer confidence is a good indicator of a growing economy.

To my knowledge, none were implemented. The key, to the boost in consumer spending, was Christmas shopping.
