Well, if you're going to legislate to stop a problem, I'd say it makes sense to make sure there is a problem in the first place. And here I thought avoiding unnecessary legislation was a conservative principle.

These are state matters so why should they concern you if you don't live in that state ?
Then again in CA only citizens need driver licenses and insurance to drive.
Being a non-citizen who very much needs to carry license and insurance to drive in California, I guess we now know who's making it up as they go along.

Funny from someone who just commented - incorrectly - on California's driving laws. And seeing as the elections have federal consequences, I'd say it concerns me quite a bit.
