What are these fools showing up at a social security office in full armor for?
"With their blue and white SUVs circled around the Main Street office, at least one official was posted on the door with a semiautomatic rifle, randomly checking identifications. And other officers, some with K-9s, sifted through the building."
Are they preparing for us all to be on the government dole and to be ready to control the daily sheep milling around for their blocks of cheese and bottle of vodka??
"But Thomas Milligan, district manager for the Social Security Administration office, said while the visit came as a surprise, the office was ready. He added the officers checked videos, security measures, alarm system and more."
Yeah we need a guy out front fully armed surrounded by SUV's to scare the sheet outta folks to check the security measures. What the hell is going on in this country?

If they want some REAL training send them down to the border and line them up along the Rio Grande.

HT - That would be too useful. The DHS and TSA are there to protect Americans from Americans not illegal immigrants.
PS: the real term is "Loaded and Locked" which applies to guns that are magazine fed (including shotguns fed from a tubulat magazine). It means the gunner has inserted a clip, closed the bolt, which chambers a round, and put on the mechanical safety. The gun can be fired by unlocking the safety and pulling the trigger (hopefully after identifying a target and aiming the gun) but as this is HS aiming may be a delete option.

And if something really happens and the police etc. are NOT prepared you would probably one of the first to complain.
Some people are never satisfied.

Federal Protective Service is under DHS. They are the ones who drive the blue and white SUVs. Their job is basically protecting federal buildings that don't have their own security (e.g. FBI Police or Pentagon Force Protection Agency). So this sounds to me like it is what it is... a training exercise.
One of my roommates works at the FDA and you see those trucks parked nearby all the time. It's existed since before DHS.

Oh yeah I always see armed guards out in front of fed building surrounded by vehicles carrying assault weapons. What was I thinking??

Meh. Locked and loaded is the perfectly acceptable, WIDELY used term. People use it because of the GI use of "Lock and load" during WWII. (M1s). In Vietnam "Lock and load" became "Rock n roll". It simply means "prepare".
