It's called human compassion, as historically codified in what has come to be known as Seamanship.

Iranians are not exactly our friends. If we ever go to war with Iran, then the fisherman and the man he is hugging will be pointing guns at each other.

That's not an argument against rescue actions - that's an argument against war.
