Interesting when I worked at a bank if someone had social security directly deposited into their account the account could not be garnished. We would have to take off the legal holds. Maybe I'm confusing it with SSDI or the collection rules are different for the Feds.

Good post. I wonder how many people actually see how this (government intervention to "protect you") has turned out for so many programs.
It's always turned out the same way..overpriced and heavily subsidized or fully subsidized by the very government who started this.
Indeed.
To give you some good news, the National Flood Insurance Program has undergone a number of reforms starting 10 years or more ago to actually reverse the boondoggle that it is.
Color me shocked! An actual government program that was bleeding money is being reformed!
Not really, but there are different rules that apply.
ie) You can't get out of a tax bill via bankruptcy.
The bottom line here is that these guys are poor and have a lot of hardships with health etc. If the hurricane had never come along they'd be in much the same boat as today seeing as how 1600 doesn't go THAT far.

The $80K SHOULD have gone to rebuild the home. The mortgage was not going anywhere and the bank ends up with a NEW house (worth more) than the original if the owners default.
There is a need for such an agency or at least the tasks they perform. We had historic flooding in my area last fall and there was certain things they did that simply could not have been done otherwise. Most important was debris removal, the area was at a crawl and having hundreds of uncoordinated private contractors trying to manage this would have caused an even bigger nightmare.
Somewhat related story, I had a house fire nearly two years ago. We were at the end of the lease for rental house with the new house nearly ready to move into but needed another month. The big bad insurance company immediately agreed to pay the extra month when requested and they were not obligated to do it , Erie insurance, you'll never hear me speak a single bad word about them.
