I would agree with everything in your post but I can't handle VETO PROOF. How does that happen, constitutionally speaking? Please explain.

It passed both Houses of Congress by such a big margin that Obama's veto would have been overridden if he vetoed it.

No, we have only the illusion of freedom remaining. Our country is largely run by the central bank (The Fed), the oligarchy, and bureaucratic agencies. The people have no real representation as Congress has rendered itself irrelevant through its own failures and surrender of Constitutional powers.

War certainly helps a great deal to make a population scared so they'll support the big man in charge, and the threat of war also helps, but war isn't necessary.

Case in point: Turkmenistan under Turkmenbashi adhered to a policy of strict neutrality. Juan Peron's Argentina was neutral in all international conflicts although Peron loved to bash the US. Tito's Yugoslavia was officially neutral.

Peron and Tito as dictators went were on the milder side. But it's undeniable they were dictators (especially Tito)
