This story is so disturbing on so many levels. Why are 10 year old children being arrested for sexually assaulting an 8 year old child - all whom were "special needs?" Where in the heck was the supervision for these "special needs kids" Where are the charges for the Bus Driver or attendents on the bus? Obviously needed some. Where did these kids learn this behavior? Again, where is the adult supervision of children these days?

Sadly they are all victims of "total immersion" where everyone is equal.
Or the victims of budget cuts (lack of supervision).

Either way changes to our system put them in that very situation.

That's all I'm going to say on that subject because it's so PC and touchy.
Everyone is NOT equal in education.

Uh, "special education" explicitly abandons the "everyone is equal" education model.

My main question here is, where did ten-year-olds learn this behavior in the first place? As I recall, sexualized behavior *by* a child is considered a good, though not perfect, indicator of sexual abuse *of* that child.

It used to but doesn't anymore. It's called mainstream immersion.
And sped students are tested for NCLB at their grade level, not ability level.
