For all the years I had my clearance, not once did a scenario like yours come up.
But you would agree there are multiple data bases that do not cross reference one another and that single use clearances are issued to access some of them? Having clearance is different that being a technical expert doing searches and showing others how to work their way thru the system. Not really sure what level of clearance they hold or even the dept they work out of, but they do go to Jekyle Island now and then. Who's meeting out there?

Ok, thanks, then this part of the post above was embellishment.

We don't know that her car was tracked street by street or that she was with a boyfriend.

She was likely found by a random hit from a patrol car mounted unit and not one on every light pole system the poster was imagining.
