It is a reference to the paradigm shift to global governance as lain out by the UN's Millenium Project.

He is stating that the russians are prospering more and more towards a strong democracy, and america wishes them to keep doing so, but won't force american ways or "values" on them, and wish them to create their own form of values. Pretty straight forward, not sure what breitfart is trying to spin it into

It's not-at-all-subtle diplomatic speak for "Respect for human rights and democratic elections." Do you think the United States is the only nation on earth with democratic elections and guaranteed human rights? Really OP? If you'd read to the original conversation aired on NPR you would know EXACTLY what he was talking about.

Look, he made the distinction that "we" are supporting Universal values - NOT American ones, which is basically saying that support is being offered for something that is different than American values. American people might be interested in knowing exactly what we are paying this Ambassador to support. (Better yet, just bring the yo-yo home and stop wasting our money.)
