My apologies if you cannot find the general theme, but it's not focused on rich and poor. Hint: it has to do with equal application of laws.
The piece didn't say that there was any lawbreaking going on. It said that dollars were difficult to obtain, not that they were illegal to obtain.

When I see a regular Venezuelan citizen holding up approximately the same amount of currency in an online video, that will convince me that the laws apply equally. Until then, I will assume that "difficult to obtain" implies that only Socialists rather than the people may obtain large quantities legally. Unless, of course, you have evidence to refute that?

Probably closer to corporate fascists (i.e. Solyndra, GM, GE, Goldman Sachs) but the idea is similar. In Socialism, wealth is obtained based on personal ties to government. In corporate fascism, wealth isn't earned, but rather maintained and grown through the same relationship.

None of this constitutes evidence, just subjective conjecture on what "a few hundred bucks" means. Do you know what the annual income in Venezuela happens to be? Do you think an ordinary Venezuelan citizen can obtain, say, a year's salary in US dollars legally?
