They've outlawed novelty cigarette lighters.... as if that will have any impact on teenage smoking.
Don't these idiots understand that these silly laws accomplish nothing? In fact, they probably have the opposite effect. Kids will frequently do things BECAUSE they are illegal.

Some of the banned lighters look like small toys, such as animals, boats, cars, cell phones and guns.” and not that the ban would affect smoking rates.
