Each individual is different and has different tolerances, requirements, etc... there is no one size fits all position. Ii is why they call medicine when it is applied to humans, a practice and not a science.
And the best way to improve the Government's job, is to bring in more Government? (Well, I guess that's how "the Bigger the Better Government" people tend to try and fix things.)
