This notion that because you are 18 and have a beating heart earns you the right to vote, one of if not the most important civic duty the average person does, is one of the biggest reasons we are in such a mess right now.
What would you suggest? A return to the days of a civics test or poll tax to eliminate voters who aren't "smart" enough or wealthy enough to voice their opinion?

Just the civics test. There are smart poor people.
Given by what I've seen here on these boards, a lot of CD posters would be disenfranchised right off the bat.
What questions would you suggest should be in that test?
Name the three branches of government.
A multiple choice question where they had to identify their representative(s).
Estimate the federal deficit.
Simple, basic civics questions. Random - maybe 50 questions. Every voter gets five and has to answer three.
Both parties would make sure their constituents didn't fail. They would educate them. Anybody that did fail doesn't deserve to vote. The rest would get a basic lesson in civics and the cost and role of government.

You do understand under those conditions 50% of the voters for both parties would be eliminated.
If you are in the military, I believe you should be able to buy alcohol even if you are under 21.
Only on liberty and sneaking around. You'll need plenty of condoms and a few Marines for protection. Any Advil would be helpful later when you need to wash down the flight deck and paint the ship.

If the remaining half of the voters were at least minimally informed I'd be ok with it.
