katrina drives here were busted, a bunch of stuff and money went into peoples pockets right here and never made it to new orleans.

And i agree with the use of the money if the plan works. If the plan doesn't work, then obviously we have a problem.

But should we do nothing just because doing something might fail? That hardly seems reasonable. Even if the plan had created as many jobs as touted, the OP would've still been against it.

So why not just say that and stop beating around the bush.
