Call me Mr. Traditional, but if an entity that isn't funded by the government nor collects money for the government, isn't run by the government and doesn't have employees on the public payroll, I don't really think it can be said to be a government entity any more. USAC's employees aren't government employees. USAC's managers aren't, either. USAC's board members are picked from the industry, not government. And there's not a red dime being moved between USAC's ledger books and those of government.

Well there is some type of strong connection there. I can't quite describe it though.

USAC is an administrative company that processes FCC forms for reimbursement and takes direct orders from the FCC on their processes and procedures.

Incidentally, who do you suggest adopt the farmers, the rural communities? They take 3 times (I was wrong about it being double) as much out of the USF as the low-income programs. Without that assistance, a good chunk of the US wouldn't have phone service at all, because landlines in sparsely populated areas are not cost-effective.
It's been my experience that cell coverage is crappy to non-existent in rural areas.

Additional economy is built around this free service. It is initially intended for poor people to have access to 911. Some people use it as their regular phone and some think it is only for emergencies. We have wasted much more money with wars in countries undeserving. Don't you think we should help out our own citizens first?

I actually do. I pay for my parents cell phone services because they are on a fixed income. I think they need a phone in their car for emergencies.

Yes, that's $600 million dollars per quarter. That's 4,000,000 $50/month cell phone bills. Eight million $25/month bills.
