No, the problem isn't wages (when is it ever, really?) and instead it is the massive amounts of pork, inefficiencies, and just plain corruption with in the military procurement budget which is ~75% of the total military budget.
A hefty pay raise for the enlisted ranks would be a step in the right direction. IMO, that would be a good thing as far as it goes, but it really doesn't go very far. To show the men and women in the military that we REALLY cared, we'd do whatever it takes to end all wars and put the military out of business.
I love to complain about overcompensated government workers, but I think the military is definitely NOT paid too much.
Of course you think that. Right-wingers believe the private sector does a superior job within every sector except the military. Amazingly, in that sector, we are better off with government employees.
