You have proven with post after post that this is not about medical necessity, it's about punishing women for having an abortion, so may as well punish the doctors too, right?
This issue is political suicide, and even the R's in PA are wising up to that.

Oh they can try, but again who will convict them? How many trials did dr kevorkian get off on? And that was a issue far fewer people agreed with. You will be putting states up against the powerful AMA with it's attorneys so the likely hood of you seeing a conviction is akin to me winning the powerball.

Except it is not relevant since abortion is legal. And in no case has the medical field or federal law determined that life begins at conception, or a fetus is due the same rights as a human being. And even if that is the case it still doesn't prove that having a sonogram is in that fetuses best interest and lack of one would damage them anymore.

Already covered, that's what malpractice insurance is for. Plus, a doctor can be suspended or loose their license. So what's your point?
