Are defense spending and military spending, the same thing? (cost, money, welfare)

I too think we could defend this nation much better than we do, at a much lower cost than we spend.

Defense spending= things that the US needs, US installations, coast guard/naval ships
Military spending= spending money on overseas installations, large orders of ordnance, money spent on giving other countries equipment, etc.
