Although I agree with you that Oaxaca is probably safe this article is not exactly a ringing endorsement. From the article: "Most Oaxacan kidnappings are of the profit-motivated kind, i.e. to extort a ransom from the hostage's family."
The official US travel advisory site, which I included in the post you quoted, says its safe to go to Oaxaca.

Sorry, not trying to argue against you (darn internet, intent is not always clear), just pointing out that the article did not do a very good job selling the safety of Oaxaca. I found it a bit humorous.
