I remember when all this was going on and I read his reasons for delaying it. You or I may not have agreed with those reasons but they were given when it happened--last year. So, the review has been performed and they are going through with the process rather than take the "rushed" process last year. Can you point out the "spin" to me?
Yep, he did delay it in order to take time to review all the issues. Apparently that has now been done and it is moving forward.

In January, the GOP forced his hand, and again he rejected the project, even though the State dept had over 3 YEARS to assess the project.
Just last month, as a bill was making it's way through the democrat-controlled Senate, obama had to call in every marker to avoid being made a fool of.
Just a few weeks ago, the TransCanada decided to start building other sections of the pipeline.
All this time obama has been hammered by the GOP.
And now he thinks he'll be able to convince people he was for it all along?

The State Department on Thursday announced that it’s punting a decision on the controversial Keystone XL pipeline until at least the first quarter of 2013 — pushing off a no-win decision for President Barack Obama until well after the 2012 election.
Environmental groups have been protesting the pipeline that would run from Alberta oil sands to Texas refineries, and there have been rumblings that greens would abandon Obama next fall if he approved it.

It's a lost cause, the Obama-haters have been shown over and over again the intricacies of Keystone but they willfully choose to only believe the Right-wing propaganda. No presentation of facts or logic will show them otherwise.
