I think it's a ruse to get more extortion money. every time something like this happens, there's a flurry of talks, and NK winds up the richer for it.
You are probably correct. I do not see why anyone is paying these monsters anything. I hate to stave the Korean people but aiding the gangsters at the top is rediculous.

Sadly the people bearing the brunt of this are probably the scientists, engineers, and generals involved in the launch and development of the vehicle. Off to prison camp for their families, who's next to try?
