This was research being done by the Japanese in Japan. The conclusions and observations from this research was very recent so I assume there is a lack of translation or distribution of the scientific information gathered to the media.

The Solar magnetic field does not have a significant effect on the Earth's magnetic field and never did. Both are subject to instabilites that we have not completely explained. Human scientists need to watch more and talk less until they figure it out.

Not sure what article you are referencing. The original topic was the solar "poles". So I think there is some confusion here. What they are observing with this new technology is information they do not appear to have had before. I think people are mixing and matching the earth and sun w/ the similar terminology.
It does say this.
When a similar phenomenon occurred about 300 years ago, the Earth's average temperature fell slightly.
The current sunspot cycle has stretched for close to 13 years. A similar situation occurred in the 17th to 18th century, when the average temperature of the Northern Hemisphere decreased by 0.6 C. The research team believes the quadrupolar pattern also emerged at that time.
