If by "enforces the law," you mean, "costs taxpayers millions of dollars, sits idly while actual crime occurs repeatedly in areas under his department's jurisdiction, and basically runs the most inept Sheriff's office in the country" then yes, I believe that's why the poster thinks he's a joke.

Seriously - Joe is a poor Sheriff by almost any measure, but an incredibly gifted politician. He has shifted the narrative so much that even I'm a little impressed.
