And, in my "backyard" too

Very cool.

"White Sands Missile Range leaders came out to break ground and to commemorate the start of a renewable energy project at the site of the new Solar Photo Voltaic Array Project, the Army's largest solar array, April 19 at WSMR.
...
"It's a great day, exciting for us in the Army," he said. "It is obvious when you live here that this is the right place for (a solar array), here in New Mexico and here at WSMR. Folks coming down the hill will get to see the work that goes on here every day and understand and see the Army's commitment to going green and to be net zero and doing what we can for the environment.""

Of course, because it will be less expensive in the long run.

That's what they have been saying about the hi speed rail line in Cali and the Big Dig in Boston and every other taxpayer paid government run pile of poo. Keep on believing it and one day it may happen. We'll all be dead by the time it pays off that I guarantee you.

So?
Has every generation immediately realized the potential of every initiative started during their lifetimes?
No, of course not.

Where would we be if Edison's and Marconi's contemporaries had been this short-sighted?

Edison and Marconi didn't use money that was taken involuntarily from others to achieve their goals.
Your analogy is disrespectful of their accomplishments.

How much does this plant cost to build, staff, and operate?

What's the dollar value of the power it will produce?

I thought the purpose of the Army was to defend this country, not to play social engineering games with "green" tech? Sounds like a place to start with cuts in defense.

What they say it will cost to build and what it ends up costing are always two way different figures. Somehow the numbers never come in under budget either. I wonder why that is?
