Supply and demand. When there wasn't an over-abundance of college graduates and when college meant something, yes, a college graduate could find a job and earn more.

College is the new high school however, many college graduates today are functionally illiterate and many have zero work ethic, and universities have become degree mills. Will they be able to earn more? How is that a guarantee?

Balance the budget? Easy

15% VAT tax coupled with a Constitutional Balanced Budget amendment. In this fashion, you allow "the pig" that is the federal government to continue spending at current levels with some potential to actually pay down the debt.

Explain how a VAT is anything other than regressive.
